Reinventing service charges at Thirteen Group
Since 2019, the Thirteen Group has been implementing Trace’s BlueBox service charge solution for housing associations.
The Leaseholder and Tenant Service Charges Conference takes place on Tuesday 25th November 2025 at the Royal College of Physicians in London.
With around 250 delegates from housing associations across the country, the day addresses the practical challenges of managing service charges in an environment where transparency requirements are only getting stronger.
It is a timely conversation. The gap between service charge costs and income collected across the sector now stands at £625 million annually, according to the most recent Government statistics.
At the same time, residents are increasingly vocal about charges that seem opaque or unpredictable. New legislation will soon mandate additional transparency – mirroring requirements that already exist in the private sector under RICS standards.
For many housing associations, the challenge isn’t a lack of hard work or committed employees. It’s having the systems and processes to demonstrate it clearly, consistently, and quickly when residents ask questions.

“Evidencing our costs: turning transparency into practice” brings Louise together with Rob Thompson, Strategic Lead Rent & Income Services, and Gemma Reilly, Senior Rent & Income Services Manager, both from Thirteen Group. Chaired by Andrew Snee, Director of Tenancy Compliance and Management at Curo, the 40-minute session will cover:
• Embedding rigour and traceability into service charge data
• Practical approaches to improving transparency
• Supporting teams through process transformation
• Questions and answers
There’ll be opportunity for questions – and for hearing how one housing association has approached these issues in the real world.
